1. Start your graphics processing software (Here, we take Microsoft Paint as an example)

2. Open a JPEG picture document

3. Select from main menu "File"->"Print"

4. Select Printer "Virtual PDF Printer"

5. If you need to adjust PDF generation options, click the "Property" button on the right

6. Click "OK"

7. A dialog will pop up, assign the folder and file name of the PDF document to be generated

in case you want to merge 2 JPEG records right into a unmarried PDF record, you may try A-PDF image to PDF. This software is specialist on replacing almost all kinds of pictures to PDF format records, and clearly you may opt for merge them to at least one record or no longer. besides, you may upload watermarks, bookmarks, safe practices strategies, web page numbers, digital mail, FTP etc. to output PDF records. You could use Adobe Acrobat Professional(200$). Free software that does this...nope, because .pdf extension is not open source.
Try Google: "JPG to PDF"
