It is in the Accesories menu of the Windows Start Menu.
Or you could type "command" on the Run feature (also located at the Start menu of the taskbar)

[Windows Key + R]
(Shortcut to bring up Run Command Prompt)
'CMD' [enter]
Will bring up your DOS Prompt
But many/Most commands can be run from the Run Prompt.

start...run...ytpe either cmd or command and click ok. Though both of the commands open differnet command prompts, usually both are ok for normal work.
