If you left the hardwater spots on there a long time, they can etch the glass, which means that everything you've tried is only covering up these spots, and the only way to get rid of them is to replace the window or windshield.

Try a car wax swirl/light scratch remover (usually the first or second stage in a 3-step waxing process)- it's inadvertently worked for me in the past. I use "Mother's" car wax.

Are you washing it while it's hot outside?

I used to get water spots all over my car in the summer if I didn't dry it RIGHT away.

try a very fine grade of wet n dry paper (like emery cloth)
make sure it's soaking wet when you use it, and keep it away from your paintwork.
