Need to know NES game!?

The game is two people fighting outside a Discount Shop, but when a police car passes by they go to seperate ends and pretend to just be whistling, then they start again. This game is shown in Tetris DS level 18.

the game is called final fight and is for the super nes.

i also played that game!!!....

i'm not really sure about this....but i think it sounded like STREET FIGHTING or sumthing???
