Hard question... There isn't really one song that can be labeled as the best, in my mind.
Pretty much anyone who knows their punk will mention God Save the Queen and Anarchy in the UK, both by the Sex Pistols, but EMI (also by the Sex Pistols) is kickass as well. Psycho Therapy is my favorite Ramones song, but it's a bit more pop than most punk. We're Desperate and Back 2 the Base by X are good... White Riot by the Clash... Too Young by the Adicts (Love this song, because it reminds me of my life)... White Light/White Heat by the Velvet Underground...
I can't really choose between those, and if I thought about it longer, I'd come up with even more...
