First, I'm so sorry about your step-daughter... The only thing you can do to hopefully change your neighbor's behavior is to set a good example yourself. Smile and say hi. Bake him cookies. Start conversation.Notice when he paints his trim, gets his hair cut, etc. Perhaps he's never had a nice neighbor before. If he's drinking quite a bit, then he has some life issues to deal with and I'd keep my kids away from him until things settle down. You don't have to be best buddies with this guy, but it'll be worth the effort to get to know each other. Good Luck!

if he is being mean to you there are somethings you can do
1- call the police on him and get eyewitness and have him locked up.
2- you can be patient until you find another place to move to
and keep in mind always when you want to move to a place ask about people around you before you get the place it is the most important and I really wish you peaceful neighborhood.

There's really no way to control the actions of another human being. If his behavior becomes harmful, violent, or disruptive (meaning beligerant in the late hours of the night), call the police.

My neighbours are comprehensive t****. Taking my friends reg plates in the adventure that they park their vehicles outdoors. Throwing bricks over the fence at my dogs. He swore at me once so my dad punched him and filled his fountain interior the front backyard with fairy liquid!! So yeah we've a fantastically garbage relationship!

attach wires to his tender parts - after you subdue him and haul him into your laboratory - and hook him up to a magneto. give him the juice every time he fails to repeat the phrase " i will not be a drunken lout in public". he should eventually get the hint and leave you in peace.
