I think anything around San Francisco would be expensive, especially on New Year's Eve. Can you check into a party boat, and get an Improv comic, so everyone does not just stand around and drink, get crazy and fall in. On the other hand, it might be too cold. What about a school gym, since school is out then. You could decorate it, and still get a comic to come in for entertainment. Everyone could dance, and have a band. Decorate with balloons, and have tables set up, buy paper tablecloths, and at least you would have plenty of room. Outside of that, you better hurry, as most places could already be booked. I also do not know how much you want to spend. A lot of restaurants have rooms for parties, you just have to call around. Same for the clubs, but they might not want to rent the place out since that would be a good night, or the rent would be higher. What about the private schools that are on nob hill, don't they rent to private parties. My husband's company rented one once for a big party. It was fun, had a dance, then had guys who drew your picture, and also someone to take regular pictures, the other ones were usually just funny. Aren't they all over S.F. by the wharf. Are there any places around the wharf area, of the chocolate factory area. Good luck.

Do the cable car charter. Go to cablecarcharters.com. That'll be really really fun and a great way to paint the town red on your 21st and start the new year with the bang!
