i dont wannna hurt him either nor have love feeling toward him . how do i handle it .pls help

In case of your best friend you have to be very careful. Any straight forward no may destroy the friendship. Give him a gestation period to digest when you tell him that she does not feel of that sort.
By the way, if you are not in love with someone else, you should seriously consider his proposal. It is wonderful to have your best friend as your spouse. Just compare the two situations: one: when your best friend is your spouse, second: when someone else whom you love but he is not your best friend.
The level of confidence, affection, understanding, going along, may be the parameters which you can consider while evauating.
Do not hasten up, relax and consider with a cool mind.

If he is your true friend then you will not lead him on and just sit him down just the two of u ands let him know that you love him as a friend but you don;t want to be his lover

say it firmly and calmly
say that you only love him as a friend and no more.
then let him grieve for a couple of days.
if he is a man, he will take it and you can be friends but if not then, i guess he is not a friend anymore... for now
time heals everything
