Truly, I think delivery restaurants, like chinese and pizza parlors, are best served by the "hanging on the doorknob menu and phone number" style of advertising. I would suggest once a month having a few hundred printed up, go into the apartment complexes near the school, and just hang them on the doors. Also leave a stack in common areas like dorm lobbies and student centers.
Also remember that radio advertising in not that expensive, depending on your particular market. Radio advertising rates are decided depending upon the population of your city. College towns are not that populated so I would guess a series of 6 spots would cost less that 200 dollars, depending on when you choose for them to play (rush hour or "drive time" spots are more expensive). It's worth looking into.

Every college has a campus paper. Stick a coupon in there for something and students will come.. after all we can't live on Ramen forever. I know that in my college town, we had a lot of resteraunts and the cheap chinese buffets did the best. Make sure your food is fast, good and cheap and word of mouth will spread so you don't spend as much money on advertising.
