I wore a skirt that was slightly above my knee and one of my co-workers stared at my legs for a moment. If felt ackward. I am not flirting with the man. He is married for God's sake.

Married or not, most of the men can't help to notice something beautiful to their eyes, so, if it hasn't happened before it doesn´t mean he's lusting at you. Pay attention if he does further on to really know whether his behavior is appropriate or not

I just don't think that "looking at a pair of legs for a MOMENT" is in any way flirting. Maybe you have nice legs & he looked. So what! If you feel awkward b/c men look at your legs, maybe you should wear pants. You should have taken that as a 'silent' compliment & carried on with your day. DON'T OVER ANALIZE EVERYTHING!
