for eg: 21 divided by 2, should be 10.5, but most of the children end up with 1.5 as the answer

Some children make the mistake of saying 21 divided by 2 is 1.5, and some don't. Some children are stupid and some aren't. Coincidence?

Many times they are careless or have not been taught how to carefully carry the decimal point straight above. Most often I would attribute it to sloppy writing - the columns get messed up. perhaps, try having them turn their papers sideways so they have columns to work with. Then stress that even though they brought their decimal up, they still need to write the quotient above the correct digit.

Many times if you try to add the decimal in at the end children will get lost or count wrong. This can get extra confusing when the divisor is a decimal too.

If you do not teach place value in a way the understand, you will continue to see that. Also, review why the numbers are lined up in divsion so they will know what to do.
