I am also from the Philippines and also facing the same dilemma of finding a better opportunity abroad preferably in the USA.
Reality check, most U.S. employers would gladly look for a competent local employee first and foreign nationals are their last resort or their only alternative due to lack of qualified laboratory personnel nowadays.
Most U.S. employers prefer to have their potential recruit to be in the U.S. soil or have completed the requirements for a "Visa Screen", Professional Certification and English Language Proficiency Certificate in order to get them an H1B (working) visa and later directly hire them.
USCIS is very strict nowadays in letting foreign nationals in the USA due to illegal immigrants and terrorist threats, it so happen the date today is 9 -11, 5 years after the terror attack in NY City.
I was advised by one of my friend who happens to be a medical doctor in Manila. He recommended to me to take an ASCP / AMT exam, get the IELTS (English Language Exam) and later file for a Visa Screen. He is already leaving for the California this coming December and took the medical technologist job and will leave his blooming medical career in the Philippines just to seek a greener pastures in America (same as what's happening with our nurses).
Currently, I also do not have the AMT certification because I am still waiting for the finalization of the American Society for Clinical Pathology plans to offer International Medical Technologist Certification Examination by next month (October 2006). ASCP is much cheaper at US $175.00 compared to AMT Exam which cost the same but requires a credential evaluations that cost around US$200.00 - AMT and Credential Evaluation cost US $375.00 (total) compared to ASCP. ASCP doesn't need your credentials to be evaluated because the Philippine MT curriculum is based in the older U.S. standards.

Getting a Clinical Laboratory Scientist (Medical Technologist) State Licensure exam in California, USA is very strict nowadays. It is mandatory to have a U.S. Social Security Number in taking their Licensure exam. Total cost of ASCP Exams, IELTS Exam and VIsa Screen = PhP 40,000.00 to PHP 45,000.00 (rought estimate and not that accurate). You can do the math for yourself!

The Indian Health Service always has opening for medical technologists, oftentimes the jobs are located in remote locations, usually out in the western United States.
