Demonic possession aside (sheesh!), strobe lights can induce seizures, but usually only if they flash at or above a particular rate (i believe it is 3 times per second). Slow-flashing strobe lights should not be a problem. You should be commended for the fact that you obviously take people's health and welfare into account when considering functions.

That is a great reminder! Strobe lights can trigger seizures especially in young children who have not yet been diagnosed with a particular form of epilepsy that gives them an extreme sensitivity to flashing lights.
