I wouldn't wait. I've got three teenagers and one infant (8 months old). With the older kids (and I plan on doing this with our daughter, as well) I gave them undies for their second birthday (among other things, of course!).
My boys were trained closer to three years old, but my older daughter was potty trained about a month after her second birthday. (Unfortunately, she broke her leg at about that time. She had to be in an imbolizing cast for 2 months and afterwards had to learn to use the potty again.)
I would take your daughter out, help her pick out some undies and a potty chair and see what happens. In the very least, you'll have what you'll need for her to learn when she's showing signs of readiness.

she should be started by 2. do not wait. het the little potty and every 20 minuts sit with her in the bath room for 5 mins.

teach her now. get her one of those potties. and give her a little role of pee paper. and give her a baby book rack...
thats what i used to cal stuff when i got potty trained (ie: pee paper, potty, baby book rack) lol i was dumb! o yah and i called the trash can the crash can!
