Boat necks, cowls, off the shoulder, one shoulder, there are several styles that are wider around the neck, and can fall off your shoulder.
You can buy them at most any store. Do a search on one of the big shopping search engines, you'll get plenty of hits. If all else fails, there's always eBay!

i guess a wide collar or off shoulder top. you can find them anywhere. chances are theyd have these kind of styles at new york n company, express or limited. these kinda sweaters(esp if big or long) would look great on leggings

buy boatneck tops. cowls are so unflattering and outdated. if you decide to buy said boatneck, don't wear a tank top under them. that's out of style. you can pretty much find them anywhere but you should probably go to a department store.
