It helps to reflect light, to make the scene more visible on camera. It becomes less flat.

They look newer that way better i guess but also it cuts down on the glare from the sun to the camera so the pic is not so fuzzy

depends on the films you are watching. it adds feeling to the moment like romance. It could also be the sets and how they were built as well as the lighting angles.

when the light hits the wet-surface it gives the cool futuristic sharpe look. music videos do this very often.
