It seems to be caught in some kind of a loop. Is there anyone out there with the tech. knowledge to tell me what's wrong with this PC

I work in the tech department and we just got a computer of the same problem a few days ago. It's likely that your computer is infected with viruses or spywares and/or your Windows files are corrupted. More likely it's spywares. In that case, you should download softwares like Ewido, Adaware, and spybot to scan and clean them out.
Another possible reason is because your computer is physically bogged down and heated because of dust inside or degenerated fans.
Either way, scan your computer first and if that doesn't work, then you should give it to a computer geek to look at if you dont want to spend money on techs.

This kinda thing happens when u have installed a wrong or corrupted driver or software. as soon as the comp starts, press the f8 key till it gives an option to log in the safe mode, on entering safe mode, now u can delete whtever u had installed last & then restart to see if it works.....

if that doest work up then again open the comp in the safe mode, & use the system restore method. go to programs, accessories, system tools, system restore. Restore the settings to a previous date when the comp was working fine.

I think thats been happening with A LOT of laptops. I htink that the wiring on the circuit board is faulty. Where the laptop power button is, there might be something loose thats constanly jiggling.

or
it might be a virus but its been happening to mostly sony based laptops, and that company just went through the whole battery blow-up thing with Dell

need more info...I got a sony vaio in my rack that is about 8 years old...if that sounds like yours then just toss it out the window. Hit F8 just before the windows boot logo comes up and select last known good configuration.

there is also a virus that will embed into the start up
