Wisdom is a culmination of knowledge and character. Is per... personality? That would connect to character. Its debatable which is the best. Without a good character, you are unlikely to obtain any usable knowledge, or at least knowledge that you can use to function well in society. By obtaining that knowledge with a good character, you gradually learn "patterns" of knowledge, which would be wisdom, which I consider to be a sort of unconscious knowledge.

How do you know?

If someone KNOWS, but quotes someone else who is more eloquent, how do you know they DIDN'T Genuinely Know?

If someone DOESN'T know, but has a well-spoken honey-tongue, how will you Tell The Difference?

Do YOU have enough Wisdom/Character/Knowledge to Know?
Or do you have the Courage to admit you DON'T?

What IS the difference, please?

I am not aware of your "per" , but of the three listed, character is the better. There are wise people who are extremely wicked cf. Idi Amin and Cortez. Consider there are few people of wisdom called saints, but many saints who are applauded for their sterling character: Joan of Arc, Mother Theresa. etc.

Its not a matter of choice. Each aspect develops at different times in our lives. If you are self-aware, you know at what point of the road you are at.
(I never look up references)

ahh..reminds me of a speech i delivered for a NHS ceremony. i don't remember which was my topic though..
as you go further in life, through your experiences and what you learn, you gain each of those. by using what you've gained, you use it to get more...we make ourselves who we are by using each.
