Identify your graphics card, then go to its website and get the updated drivers. If the card is up to snuff, it will also include the directX you need for the game.

You can download Direct X9.0 from Microsoft.
You cannot download Graphics Adapters.
This is because Graphic Adapters are physical Hardware that is and can be installed inside a computer. It is not a down-loadable software or a physical commodity.
