In the summer have it going clockwise (down), in the winter they say to have it going counter-clockwise (up).

As you look up at the fan it should be rotating clockwise if you are heating the room and counter-clockwise if you are cooling the room. In the clockwise or heating direction it serves to push the cool air up and force the warm air at the ceiling down and around the room. In the counter-clockwise or cooing mode the fan blows the air straight down and creates more current in the lower cooler air.

Addition:
There seems to be some debate over clockwise or counter-clockwise. It is possible that not all ceiling fans are the same in this regard. It has to do with which direction the blades are slanted. If you are not sure, do this. Stand directly under the fan and turn it on going one direction. Now turn it off and switch the fan direction, turn it back on and stand directly below it again. Decide which direction is pushing more air down. That is the direction to have it if you want to cool the room. If you are heating the room use the setting that did not push down as much air. Also when using a ceiling fan durning the heating season, be sure to run it on it's lowest setting only. Moving the air too rapidly will cool it.

a ceiling fan can turn in either direction depending on whether you want it to suck hot air up or blow air down. Most want it to blow down. Think aeroplane propellor.

Blow down in the summer and up in the winter. That way air is circulated and does not cause any discomfort.

blowing on you CCW if your hot, Blowinge away CW if you are doing paperwork near it but would like to move the air.Either way the air get circulated it's wether or not you want the wind in your face.

in the summer it should pull air up or cool air up to circulate and help cool roo and down in winter to help pull warmer air down to help warm the room
