hello
first at all u know what is the file u are going to delete ,for finding it ,let google.com comes up in ur browser ,then in its search bar just write the name of ur file ,u will get enough information what is it
if it was the thing u liked to delete first try to reboot ur xp and going to xp safe mode ,its by pressing f8 key and selecting safe mode when computer is restarting ,if u couldnt delete the file even in safe mode then try this link to have hijackthis software ,by this soft u can delete any file ,if it couldn't do it ,the next time u started computer it will delete the file,but be sure what are u doing please,hijackthis is great small program

What has always worked for me is:
Right click the file and open "properties"
Copy the path exactly (if it is longer than the window, insert into the path and use the left and right arrows on your keyboard)
Boot to your DOS prompt (not the MS DOS window in Windows)
Write del C:\foldername\filename...........(the path you wrote from properties)
Often files that reside in the "Windows folder" will display the message that you can't delete this file, it is in use.
Be very careful deleting files in the window directory.

May be that file u want to delete is corrupted or a virus is present in the file. Try to verfiy for the virus. You can also try to copy the file to some other folder and see if u can rename it.

Exit all programs and then see if you can delete it. Windows won't let you delete a file that is in use by a program (even if it's only as a history in the program).

Go download a program name KillBox.
Run it in safe mode, it will delete most of those files that cannot delete in normal operation.
