when you have your JOL license (when ur under 18) are you allowed to drive with someone who is at least 18 (besides your family), becuz im pretty sure if they are not related to you, than they have to be at least 21 years old within your first 6 months of driving...soo can a person with their JOL drive with someone who is 18 or do they have to be 21? (besides all family members)

That depinds upon your states contract with you.

If its not your family memeber, the person has to be at least 18.

Obey the law and try not to find loopholes. If the police catch you, your license just takes longer and longer to obtain.
