Funny, i crochet all the time and I never really knew what this means. What I do, is to just work one more row. It hasn't failed me yet!

It means that if you have been doing a pattern with increases or decreases, your next row will NOT increase or decrease, but contain the same amount of stitches you did in the previous row.
