Have some wet wipes in the bathroom. Just not cleaning well with the toliet paper.

You have not instructed them well enough in the art of waste removal from their person. Teach them a bit more and make sure that they do it. You may have to make them wash the underwear by hand until they learn to clean themself well!Best wishes!

i think u should be teaching your child better hygiene....obviously he isnt wiping well... give him wet wash cloths... leaving feces on the anus causes skin breakdown which can be itchy and red and could cause other problems.... if ur child is a female it could cause UTI and yeast infections.....
