In those days and in the social class a woman would not be expeced to bring up or even breast feed their children. They would usually bring in a "wet-nurse" to do the hard work while they did general wife and lady of the house jobs.
Lady Capulet is most likely about 28 as she was the same age as Juliet in the play when she gave birth to her "I gave birth much upon these years and you are already now a maid" "women of your age are made already mothers."
It has been thought that she was also having an affair with Tybalt but it's up for debate. It goes without saying she doesn't have an exactly happy marriage but the likely hood is she was married off herself when she was young and so lived under her husbands law.
But she is a strong character and does have a heart when she says goodnight to Juliet on her wedding night.

Lady Capulet, Juliet's biological mother only tells her what to do.
Juliet sees the Nurse as a friend, confidante, and in some ways a mother.
