Well, everyone thought Leonardo DiCaprio, Tom Hanks, Dustin Hoffman played stupid people well enough to give them academy awards, so I see what you're saying.
When an actor plays someone similar to themselves, it can be hard to tell if they're making and executing valid acting choices, or if they're just being themselves on camera; especially with movie actors. When they play a mentally challenged person that is obviously very different from themselves, it's easier to see that they are "acting". So a good actor has more of a chance to shine playing a very different character.
So I think the saying is funny, and kind of valid. But still, Tom Hanks really was great in Forest Gump.

Stupid is as stupid does? --- I don't know. I do believe those who don't spend too much time analyzing the facts of their character and instead emphasize the emotion and delivery give a better performance.

no. actors work hard and study different characters all the time as well as taking classes nonstop. even the stars have to work that hard.

I think whoever thought it up never had to memorize lines in a script and then recite them while being told what to do.

hahaha, i dont think thats always the case, its either they have no personality of their own, so they can easily adapt to different storylines, or they are really really smart.
