It will be hard to find a full costume for $40 online. You can try the forums on Cosplay.com. A lot of cosplayers there make other people's costumes to earn extra money.

I think the only way to get it under $40 is to do it yourself. $40 is like, the amount I would use to buy the materials alone. Most costumes goes up to $80-$120 range if you are to buy online.
