The good news is, you have a "wash" on both counts. You'll be picking between very close situations.
Go with Burress. He was targeted 30% by Manning last year. He should come away with at least 1 TD.
Go with Bush, IF your league rewards punt return yards. Betts may score, but NO is going to do anything they can to showcase Mr. Bush. He should have modest yardage, and score at least once.

Bush vs Betts.
Who has the best chance of breaking out of the ho-hum point total they are expected to put up? I say Bush. Betts is probably dead weight on your roster if you don't start this week, but Bush stands a better chance of having a break out game. Bush will finally be returning kicks, somthing he should be great at, but your league probably won't point that unless he takes one in for a TD. That is alot to hope for. But a few big returns might get his blood pumping. So there's a chance for a break out, but honestly I think he'll be kept under wraps in the rushing game. Kansas City's defense kept him under wraps, he was stopped for losses on a few cut back move. (Coaches hate that, especially in goal line situations.) He seemed unable to do his cross field cut backs against the speed of NFL line backers this preseason. So baring a high touch count and more then one big romp for yardage, Bush should hit about 60 yrds rushing and two or three receptions for 20 yrds, perhaps one touch down isn't too much to ask for. Not a bad day but it will take a few big plays and some unearned trust near the goal line from the coach. If he can break just one of his college highlight real style cut backs you can add to those boring numbers quickly.
Burress vs. Horn
This is another question of who will have the break out game, They're both predicting about a 60 yard game with no TD's. I like Joe Horn alot this year. He was a steal in most drafts considering how quickly he was picked up in years past and he is under a better QB these days with last years team/hurricane problems behind him. But the big Manning vs Manning game might work out in Burress favor if it actually fits the bill. It seems like every time the NFL sets up a shoot out we end up with a 14 to 10 game filled with short runs. I'd take Horn here but you can't go wrong if these are your two best options.

I think Bush myself, he will be used as a WR as well in some situations. Betts will also have to contend with Duckett on carries as well and give way to goal line carries. This also has to depend on your scoring system...don't forget that.
Burress! Until Horn gets out of his funk...I wouldn't play him until he proves he'll get the ball as many times as he did in 04...he sucked in 05! Don't let a weekly match-up that you think is difficult stop you from playing good players!!!
And...Portis will play, count on it!!!

Bush can break a 80 yarder but i doubt he will, McCallister will get the majority of reps, plus redzone carried are d.McCallisters.
Betts might split time with Cartright,Sellers, ducket. All three might share on goaline situations as well.
Its a 50/50 I would start Bush because he will do well on receiving. Prediction for Bush: 5-8 Receptions 80yards, TD. 12-15 CARRIES 65-85 Yards.
Betts: 22-28 carries 85 yards.1-3 receptions 18-25 yards.

Betts...he'll get all the carries, probably...certainly more than Bush.
I'd go with Burress instead of Horn.

I thought Duckett would get the start for the 'skins... they did trade for him for that reason.
So, I would start Bush. I think he'll get more touches.
I would go with Horn...
But look at me, I'm a Baseball fan. I've only won fantasy football once.
