The label says "do not put this bottle with less than 16-20 Gallons of fuel in your tank, regulated by U.S. law"

because if you run to high of a octane in some of the newer cars it will damage the valves in them,,they were designed to run on unleaded,,too high of an amount,,might cause some damage,,also the exhaust system wasn't designed for it,,because of the catalytic converters they have on them.

Probably at that concentration of additive it causes the vehicle to produce a higher level of exhaust emissions than the manufacturer designed the catalyst system to handle. The government is very strict on vehicle emissions standards, and anything that changes the chemistry in the combustion chamber is going to change that amount that the manufacturer reported to the government that the vehicle produces.

I know that in WWII some of the fighter jets performed very poorly (stalling on climbs) until somebody thought to put 100 octane gasoline in them. Then, they flew perfectly.

The catalytic converter may be destroyed; hence, the entire emissions system is worthless and you would never pass another emissions test anywhere.

Probably because it becomes too strong and raises the flammability to unacceptable limits.
