Reformat the hard drive, reinstall windows from scratch. install Norton Anti Virus, firewall and popup blockers.
Go from there.

It could be the number of programs automatically starting with Windows. First, check the Startup folder in your Start menu and delete any shortcuts there. Next, open your Start menu, click Run and type "msconfig" (without quotes). Click the Startup tab and uncheck all the programs you do not need. This should be just about all of them, with the possible exception of anti-virus software. Restart your comp, and you should see an improvement.

Take a look on Control Panel > Administrative Tools > Services and see if there are number of useless services which are starting automatically!.. you can stop them and your windows will not take long time to start.
