It really depends on how many people are surfing in your area.

Even if they say it is dedicated to you, it depends on your ISP provider. What usually happens is that they provide a certain bandwidth for people around your area, so say if there are ten people in your area who bought the same provider's service and they are all surfing at the same time. It will still limit the amount of bandwidth to you hence it can be slow at times.

Hence, it's kind of a luck thing too.

One more reason could be the site you want to visit is jammed with visitors hence the slowness. Last thing is that your computer could be "dying". Do the format and reinstall it if you have the computer knowhow.

Connection speeds can vary for a variety of reasons. One would be the number of people trying to connect to a website at one time. The more there are, the slower it will be.

Often times, congestion is most likely to be the culprit. Or it may be that you may need a reboot if you keep your computer in standby mode during the nights.
