Usually because they are too cowardly to tell people how they feel. They say it while they are walking by so that you don't have the opportunity to respond. Most people who do this are incredibly ignorant and not worth a moments thought.

It is not arrogance but they feel they only know every thing and as such they bost and go on imposing you to listen and act .ignore them and never meet such people .

Most likely, they feel the need to, you now the old saying opinions are like butt holes... everyone has one and they usually stink.

not necessarily, some people are just very open and talk to anyone, cuz they feel they can relate to them
