"Closed caption" for telephone TTY users?

Can the same technology that enables live tv sports broadcasts and sometimes news casts be used to enable telephone TTY users to read what is being said to them over the phone?

TTY is the same as CC isn't it?

No. The technology does not quite work that way. In closed captioning for television, there is someone who is actually typing that stuff in as it is being said.
