go for it...tell him/her how you feel. Yes you may be rejected, but what if your not? you will never know unless you be true to your feelings. I have seen that the best relationships come from being friends first. You already know everything about the person, and you will know when that person is being his or herself. you will know that persons dreams likes and dislikes. And it will be for real. It won't be that getting to know him or her type thing. I say Go for it! Good luck!

I had one of my friends really like me too. I'll tell you being friends are more important then lovers. Lets say if by chance you and this friend do hook up and it don't work out. Can you be just friends again?
