It depends on how long you have.
If there's plenty of time, rest your voice and avoid singing or talking excessively for a few days. If it's because of a cold, drink lots of orange juice or take vitamin Cs to help boost your immune system.
If there's not much time, then rest your voice, drink lots of water (or warm milk mixed with honey, then water), and hope for the best.
Usually to warm up one's voice, one should do scales and such, but if your throat hurts, then it's not the best of ideas.

i'm not a professional singer but i do sing a little, i drink coffee that is just cool enuff to drink just before i sing. it seems to ease the vocal cords try it it might just help (i drink it black but some have told me that cream helps too)
