Like Goffik said go into Control Panel, Accessibility Options and uncheck everything. Make sure to go into the settings buttons and uncheck the "use shortcut" buttons, too. And then under the general options tab you can select "apply all settings to logon desktop” so it won't lock up at the logon screen if you have to type a username or password to login.

Open Control Panel and double click Accessibility Options. Remove all the ticks from all the boxes under every tab. This will disable FilterKeys, StickyKeys and all those other bothersome things that are activated with various keystrokes.
