If someone could have looked up from under it, and saw that the stars were
blocked,....then it absolutely was a real UFO. That thing was massive, HUGE
and it was seen for miles......Yes, I do believe.

More likely these lights are on rigid or semi-rigid airframes (dirigibles, or something close to it) that are currently being constructed for lifting troops and weapons by the military.
The idea is not that outrageous; while the Hindenburg was ultimately a failure, the United States holds a virtual monopoly on the supply of non-flammable helium, versus exceptionally dangerous hydrogen. Larger lifting bodies have been developed in the past (such as the R101- see the below Wikipedia article), but have been ignored for several decades.
It looks like they're back. The slowness of the lights, as well the locations in which they've been sighted, correspond well with what one would expect for developing heavy lifting bodies. There's also how helium was rationed for civilian research purposes 2-3 summers ago- the supply was unaffected, but demand must have been incredible just to fill these darned things. Air Gas and Air Liquide both cut back on how much helium we were allowed to use for research purposes. It all falls into place when one figures out it's a military "black" project to make large lifting bodies.

I live in Phoenix and didn't see it, but I do know someone who did and taped it. I don't know what it was, but it sure didn't look like planes in formation or flares or anything like that. The guy who taped it said there was no sound from it, and on the tape it looks like it is huge. It just glided over and then was gone. People still talk about it, and I really don't know what it could have been. If it is a hoax, someone knows something about technology greater than the average person.

Apparently, according to the Phoenix New Times (1997 article), someone looked at them with a telescope and found out they were planes flying in formation. Since they were flying in formation, and high, they looked like a much larger, slower object than they really were. They have other interesting articles on the subject in their archives.

I saw a Documentary on it,which they claimed to be a tactical unit in the area,where they were dropping flares,to lite up the maneuvers.If they were in the area and saw something,they would have reported it.

I've seen more lights in my bedroom at night when I'm alone. I wasn't impressed with the pictures. I was more impressed with this video below.
