Nothing was there when I moved in in May. However, around July or so I noticed the bricks were covered white? Is this toxic? What kind of mold is it? I live in Chicago...who do I call?

Sarar is correct. The white stuff is "light and fluffy".

Maybe: Powdery mildew is caused by an obligate parasite which survives on the surface of the turf. The body, or mycelium, of the fungus appears as a white powdery substance which can easily be scraped off the surface. The disease can occur throughout the growing season but is most typically seen on Kentucky bluegrass in moderate to severely shaded conditions. It is not present on most athletic fields but is often found near bleachers and buildings. No chemicals should be used to manage the disease as it is almost always a cosmetic disease and rarely kills turf.

If its newish bricks, it's probably salts coming out as the bricks get wet, then dry, bringing salts to the surface. I think it's called efforescence. See if it disappears (dissolves) with water, then it's salt not mold. It will eventually wear off but it can take months. You can apply certain washes to the surface to remove the salts, or a type of resin wash to stop water getting in.
