I don't remember when it froze in March, 1848 but I do remember that it was "turned off" in 1969 for several months.

For anyone interested in the falls, Pierre Berton wrote a detailed history of them.
On Easter Sunday in 1848 an ice jam upriver was able able to halt the cascading water for several hours. On March 29th 1848, papers reported that Niagara Falls ran dry. During a weather related occurrence, a south-west gale blowing off of Lake Erie caused ice to jam and dam up at the mouth of the Niagara River causing the water flow to be severely restricted. The water over the Horseshoe Falls and American Falls to be reduced to a trickle for approximately thirty (30) to forty (40) hours.
Here are a few interesting sites about the falls.

It's nice, I go there almost everyday
If you're thinking artificially tho, it never has.
But this is the first i've heard of the ice jam
Cool, I'm glad I read this
there is however a "Half dam" built on the Canadian side, that only crosses about 1km, (sorry, I don't know the Empirical Equivalent).
This dam was built so that more water would flow over the American falls.

It was in 1848---I actually have a picture of it(all frozen over) with about 3-5 people standing (literally) out in the middle very close to the drop off.

Do I remember?!? Thanks, 'kid', but no, I wasn't there. When I visited a Niagara falls museum I recall there was a display about the ice dam that stopped the water flowing, but I can't recall the year. first I've heard of it being 'shut off', but wasn't there a plumber from Texas who claimed he could do it?
