I would have to say Ned Flanders. Simply because Ned Flanders is the next door neighbour and randomly pops up, you rarely see mr burns when homer isn't at work. There is quite alot of times Homer doesn't go to work.

Definetely Mr. Burns, when Matt Groening was asked what character could the Simpsons series be unable to function without he immediately said Mr. Burns. He appears in so many episodes, basically everytime Homer goes to work Mr. Burns appears along with other episodes in which he has evil schemes etc.
