Smart educated people in an area where conditions are not considered very favorable will want to move to where conditions (pay, standard of living) are better. Since the best ones are the most likely to find a job and emigrate, a society where conditions are not so good will lose its elite, causing a worsening of the conditions which will make more people want to leave.

If your country can not utilise the brain then the brain will go to the drain. Onesided growth also leads to disaster. For example, India is producing worldclass engineers from IITs,which are run by depriving basic needs,tax and exploitation of farmers. But after passingout,they find their knowledge and skills are irrelevant in India and it is not possible to change the infrastructure in this millennium. So,they go to USA.
