No. But you should remove them before you mow. It happened to our front lawn -- a bumch of neighborhood kids stuck forks in the lawn. It didn't do any damage; it was just time-consuming to remove them (but it took the kids just as long to put them in).

Yes, if they are thick enough to block out the sun from the grass! Since the plastic doesn't break down for hundreds of years, it won't be exuding hazardous chemicals into your lawn-at least not as much as you probably already spray or spread on it.
