If it is then can there be a celtic leadership club

It's protected under the Constitution, and thus legal under state laws.
Whether schools allow it is a different question, because students are not entitled to full constitutional protections.

What is the CLUB about? In colleges they do have all kinds of ETHNIC CLUBS so why not in High School.
They should have any group that the students want to have.
Maybe there is a limit as to how small the group is and if it is under that limit then it cannot be opened. People need to want to be active in the Celtic club...or any club.
Usually a teacher needs to supervise the club and if it is too small then it will not be a Club.
You usually need to have a reason for the Club a main focus and some sort of theme.
So if you want to present a Celtic Club get a petition for one signed by all potential members. Find a teacher who wants to supervise it. And have a plan for the group what will it be doing, Clubs need activities, fund raisers, a reason for being.
If you want a Celtic Club, MAKE IT SO!

Hey, learn to spell, legal is the word, and yes of course it is. Any group that specializes in nationalistic groups of people is legal. Now if it was the Hispanic Revolutionary Club then this may be boarding on the not allowed area. Are you thinking of joining this club, if not check it out and see what the requirements for becoming a member are then if they discriminate against you and won't let you join for some reason that sounds unethical then you could go to the school authorities and question the validity of this group.

Yeah, it's legal....but you won't ever see a White leadership club in schools in poor neighborhoods (yes, white people can be poor too), although that is desperately needed too. What they should do is drop the ethnicity in front of the name, and teach ALL children leadership.

It's legal, but if you have a club called Caucasian leadership club, then that's discrimination.

It is legal to have such a group as long it is inclusive to all persons regardless of background, however it is a crime against humanity that you can't spell "legal".
