1) Tell the secret to one person, just to let it out.
2) Don't sweat your social life--3 weeks isn't 3 years!
3) Decide what you want your social life to look like. What sorts of people do you want to be friends with? What types of activities do you enjoy? How large do you want your social group to be?
4) Find clubs/groups/organizations that match what you want. Like anime? Most colleges have a club. Want to volunteer? Try working with kids--they'll help you relax. Love to write? There's probably a group. Look for info on your college's website, as well as on bulletin boards. Ask around, too, especially if you know any upperclassmen. They'll give you the scoop. I'm a junior, and I'm always glad to help freshmen get familiar with available activities, etc.
Good luck! You'll be okay. The start of the semester's tough for everyone. If you think you might be clinically depressed, swing by your college's health center. I don't know what your secret is, but sometimes a few sessions with a therapist, just talking things out, can help, and colleges generally have on-campus therapists.

If the secret causes you so much pain, why keep it? Three weeks is not that long. Give it some time, tell your secret, and then see how things go.

Give yourself time! Three weeks is a very short time. Consider the nature of your secret and if it needs to be kept secret or not. Not everyone has the right or need to know everything about you. Relax and take one day and one person at a time.

Sounds like you need to talk to a psychologist. Not sure what having a secret has to do with college, but it seems to me that you should be there more for the learning than the socializing.

Maybe the college of your dreams isn't exactly what you dreamed it would be. I would consult the school psychologist.
