Some of it has to do with members of the N-NPT, nuclear nonperliferation treaty; but, I think most of it has to do with the double standard that seems to apply to non-USA allies.

Basically, the UN was created by China, Russia, UK, USA and France because all were the winners of WW2. They believe this gives them the right to dictate to the rest of the world who will or will not have nuclear capability in all apects.. energy or weaponry.

There is also the fact that the USA is the only current superpower and the cold war has ended. I have been stating since 2001 when Bush resigned from the Anti-ballistic Missile Treaty (thats long range nukes) that we were on the verge of another cold war or even WW3.

I mean think about it... the USA cancels the anti-ballistic missile treaty then invades Iraq without UN approval after stating Iraq was on it's axis of evil. If you were one of the countries on it's axis of evil (Iran and N.Korea) wouldn't you be concerned and want to make nuclear weapons.... I sure would.

Well technically nobody decides but its regulated and restricted to nations that are supposedly non-threatening ..It is the UN powers who put it to a vote to yeah or neah the proposal! The after-effect of the WW2 and the traumatic loss of life at the hands of Germans at the death camps caused much speculation of the humanity of Life in general and to prevent further acts of this type in a grander scale it was thought to limit certain capabilities of violent nations or unmoral ones? Evidently the US along with other UN participants felt pressure not to let a catastrophic event to take place again like in WW2 ....Remember why we don't let children play with loaded real guns ....right?? What do you think would happen with radical nations striving to exterminate all western life??.....See what I mean...there has to be some kind of World police to prevent further atrocities..dont you think??

Apparently America...like it or not...If Iran can work out a monitoring relationship with the U.N ..I don't think even America will be able to stop Iran from developing Nuclear power...FOR ENERGY PURPOSES...this is the key issue...Let the UN monitor it ..down the road ...maybe just maybe Iran will be allowed to have a Nuclear bomb like Israel does.Iran should just play the game...I know its not always fair.

i don't think of the "West" is adverse to everyone having nuclear means except contained in the U. S., although, do you imagine it will be smart to have a rustic like North Korea and Iran have nuclear guns? North Korea would promote one to maximum bidder on the drop of a hat and Iran would use theirs to commence WWIII.

The UN and the IAEA. Anyone can have nuclear power they have to allow UN inspections. Iran for example has ceased to allow the inspections.
