Artistically Pink Floyd was better, but the Who were more well-known. I think Pink Floyd isn't as big because they didn't release their songs commercially but Dark Side of the Moon was in the billboard charts for like 600 straight weeks so I have to say Pink Floyd.

I love the Who.
Proof of who is better: Tommy by the Who, one of the greatest records ever released.
However, Another Brick in the Wall is one of the best songs ever.

The Who are easier to swallow. Shorter songs that rock. But I do like PF. Esp. "Animals".
