you are trying to isolate the variables
y=-1/3x +1
well the two equations are both equal to y so that means that they are equal to each other
which means 3x-19=-1/3x+1
add 19 to both sides
3x = -(1/3)x +20
add (1/3)x to both sides
(10/3)x = 20 (recall that 3x is equal to 9x/3
10x/3= 20 (mutiply both sides by three to get rid of the fraction on the left side)
10 x = 60
x=6
now you go back to the equation and plug in x to find y
y = -(1(6)/3)+1
y=-1
check with the other equation
y = 3x - 19,
3x= 18 if x= 6
18-10 = -1
since the answers match
x must be 6 and y must be negative 1

3x-19 = -(1/3)x +1
add 19 to both sides
3x = -(1/3)x +20
add (1/3)x to both sides
(10/3)x = 20
x = 6

y = -1/3x + 1
Multply both sides by 9
9y = -3x + 9
y = 3x - 19
Add these last 2 equations together
10y = 10
Divide both sides by 10
y = 1
I'm sure you can figure out x by yourself now :-)
