No. In order to be able to accept food stamps, stores (grocery, drug [Rite Aid, CVS, etc.], etc.) have to be licensed. I believe the license costs the businesses that wish to be able to accept food stamps money. Some businesses choose not to put out the money for the license... some simply don't want to accept food stamps.
There's really not much that can be done if a store chooses not to accept food stamps.

No grocery store has to accept food stamps, they are actually asked to apply for the right to accept them. The government will do an evaluation of the store and then grant them access to accept food stamps.
