The government of the USA does not fund the IRA. Or the UDF or any other such group.
However, individual Americans, mainly of recent Irish descent, have sent money to the the Republican movement in Northern Ireland.

The are called patriots and freedom fighters during this phase. Then, when Uncle turns on them or abandons them, or they turn on Uncle, they are renamed as terrorists.
As to the IRA, among other examples, iIn Hartford, Connecticut a monument was dedicated to Bobby Sands and other members of the IRA jailed for involvement in a myriad of crimes including bombings and assorted murders, in 1997. The monument stands in a traffic circle known as "Bobby Sands Circle", at the bottom of Maple Avenue near Goodwin Park.

The Federal Government had nothing whatsoever to do with the IRA, if you mean Irish Republican Army. So yes, it's a myth. Not a very well known one.
