There are several different types of laser levels on the market, without knowing what type you have it is impossible to answer your question.

Laser levels come in a number of different styles, shapes and sizes.
Some are self leveling and rotate. These could sit on a tripod and, after adjusting the tripod to level the laser close, the unit is turned on and it will level itself. These are quite expensive, ranging from $1,500 to $8,000.
Another kind works the same way except you have to level the laser using small adjusting feet on the laser.
Another kind works using a laser static light and will throw a light out almost 360 degrees after leveling.
Another kind is a simple laser that points the light where you want it, such as two points on the floor that can be transfered vertically.
Some you can hang on a nail on your wall and it will shoot out a light for hanging pictures and such.
The list goes on. Prices range from very expensive to $10.00.
Figure out what kind you will need by the job you are doing.

And, please, do not use the laser for hair removal.

While there are many different types of laser level they all require one simple thing. The laser must be adjusted to be perfectly level.

you either have to have a tripod to get it the laser beam to hit the correct height or place in on any steady object that is the correct height (like a ladder or table or dresser)

Once it shines the laser beam on the wall, you can either mark it with painter's tape or keep the light shining until you finish your task of painting or hanging pictures, etc.

Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
